Sarah Elmore-Hernandez, Director
Sarah’s BIO:
Sarah Elmore-Hernandez serves as Director of the Guam Bureau of Women’s Affairs, overseeing the Bureau’s policy, programmatic, and administrative functions. Her public service career spans Guam’s legislative, executive, and judicial branches and includes extensive experience in public policy and government relations. During her legislative service, she was lead staff in drafting legislation that strengthened protections against gender-based violence. She has also held national leadership roles with the American Association of University Women's public policy committee. Elmore- Hernandez holds a Ph.D. in Gender and Politics and a Juris Doctor from Syracuse University College of Law.
